Google опять попал в "черный список" и был заблокирован ФСКН.
IP-адрес, собственный компании Google, попал в единый список сайтов с запрещенной информацией. Сообразно данным реестра zapret-info.gov.ru, это произошло по решению Федеральной службы по контролю за оборотом наркотиков (ФСКН).
В список был внесен IP-адрес 173.194.71.132. При его вводе в браузере открывается главная страница поисковика Google, а данные информационных сервисов свидетельствуют, что IP-адрес зарегистрирован компанией Google. Внесение IP-адреса в список означает, что операторы связи должны заблокировать доступ к нему для территории России.
Только , поскольку приговор о внесение IP-адреса в список было принято ФСКН, то требование к сайту, соответствующему этому адресу, связана с материалами об употреблении наркотиков.
Всетаки как сообщает ИТАР-ТАСС, несмотря на то, сколько на сервисах Google действительно были обнаружены запрещенные материалы, заблокированы они оказались из-за сбоя - Google не получил от Роскомнадзора предостережение об опасном контенте, так только это предупреждение по технической ошибке было отправлено не тому хостинг-провайдеру. Не получив предостережение, Google, конечно, не устранил запрещенный контент. А Роскомнадзор, обнаружив, что его предписания не исполняются, распорядился заблокировать IP-адрес.
"Это программный сбой, неправильно определился адрес провайдера хостинга, в результате письмо ушло не туда, и из-за этого произошла блокировка", - сообщил пресс-секретарь Роскомнадзора Владимир Пиков. Сообразно его словам, в 11:00 по московскому времени запись была исключена из реестра, а ведомство направит в Google повторное извещение.
Пиков отметил, что на страницах интернет-ресурса подлинно были обнаружены запрещенные материалы, не подлежащие распространению на территории РФ, сообразно этому поводу имеется соответствующее приговор Федеральной службы по контролю за оборотом наркотиков. В Роскомнадзоре надеются, что Google удалит опасную информацию впоследствии получения уведомления.

Ранее некоторые сервисы Google уже попадали в список из-за технического сбоя. Беспричинно произошло с IP-адресом 173.194.32.227. В Роскомнадзоре тогда сообщили, что внесение в "грязный перечень" произошло из-за технического сбоя.
Напомним, "Единый список доменных имен, указателей страниц сайтов в сети и сетевых адресов, позволяющих идентифицировать сайты, содержащие информацию, распространение которой в Российской Федерации запрещено" заработал в Рунете с 1 ноября, со времени вступления в силу закона "О защите детей от информации, причиняющей подрыв их здоровью и развитию". В первую очередь речь идет о детской порнографии, инструкциях по суицидам и по изготовлению наркотиков. В этом случае вероятно досудебное закрытие сайтов.
Проверить, включен ли тот либо иной сайт в "грязный перечень" и пожаловаться на неправомерную информацию, размещенную на каком-либо ресурсе, дозволено на странице zapret-info.gov.ru. Сайты, попавшие в список, блокируются, если опасная информация не будет с них прежде удалена.
Ведет список Роскомнадзор. В "грязный перечень" сайты включаются на основе его экспертного заключения, а также сообразно заключению Федеральной службы по контролю за оборотом наркотиков и Роспотребнадзора, отвечающих сообразно за борьбу с детской порнографией, оборотом наркотиков и призывами к самоубийству.
Интернет-ресурсы, на которых обнаруживается запрещенная информация, прежде попадают в список, а их хостинг-провайдерам направляются уведомления. Если в течение трех дней эта информация не исчезает с сайта, то он включается уже в "грязный перечень" для блокировки провайдерами. Как показывает практика первых недель работы реестра, противозаконная информация удаляется большинством ресурсов в установленные сроки.

Роспотребнадзор считает, что должен совершенствовать правовое поле, которым регулируется составление "черного списка" сайтов с противоправной информацией. В частности, ведомство может предлагать закрыть страницы тех ресурсов, где есть призывы к суициду, однако не имеет право распространить эти меры на информацию о пропаганде насилия.
"Круг работы, проводимой Роспотребнадзором, показала необходимость совершенствования правового поля, участниками которого проводится совместная деятельность сообразно недопущению размещения в сети интернет запрещенной информации", - информирует ведомство.
Роспотребнадзор напоминает, сколько на определенный момент может заблокировать интернет-адреса, имеющие информацию как о способах совершения суицида, так и о призыве к нему.
"Совокупно с тем, пропаганда насилия через причинения тяжких телесных повреждений или совершения убийства остается за рамками подлежащей оценке информации", - говорится в сообщении.
В ведомстве также отмечают двойственность ситуации с наполнением сайтов, принадлежащих телевизионным компаниям и дублирующих эфирную информацию.
"Роспотребнадзором осуществляется выявление сайтов с запрещенной информацией лишь в информационно-телекоммуникационной сети интернет. Таким образом, создается положение, при котором, с одной стороны, видеоматериал признается провоцирующим антивитальные настроения и к нему блокируется доступ в сети интернет, а с другой - возможен показ подобных видеосюжетов в эфире федеральных и региональных телеканалов", - говорится в релизе.
При этом в ведомстве отмечают, что некоторые интернет-компании проявляют социальную ответственность и блокируют запрещенные данные.
"В связи с этим Роспотребнадзор подтверждает заинтересованность в организации в ближайшее время встречи с представителями отечественного интернет-сообщества ради обсуждения возможностей улучшения двустороннего взаимодействия для предмета реализации постановления правительства РФ и ограждения детей и подростков от информации, способной причинять вред их здоровью", - сообщает ведомство.

As he said, at 11:00 Moscow time record has been excluded from the register, and department will direct in Google the renewed notification.
Pikov has noticed that on Internet resource pages the forbidden materials which are not subject to distribution in territory of the Russian Federation have really been found out, about it there is a corresponding conclusion of Federal Agency of control over drug trafficking. In Roskomnadzore hope that Google will remove the dangerous information after notice reception.
